Foreign Affairs is the publication of the elitist Council on Foreign Relations, a collection of former and current government officials, academics, and corporate and financial executives who regard themselves as the custodian and formulator of US foreign policy. The publication of the council carries the heavy weight of authority. One doesn’t expect to find humor in it, but I found myself roaring with laughter while reading an article in the February 5 online issue by Alexander J. Motyl, “Goodbye, Putin: Why the President’s Days Are Numbered.”
I assumed I was reading a clever parody of Washington’s anti-Putin propaganda. Absurd statement followed absurd statement. It was better than Colbert. I couldn’t stop laughing.
To my dismay I discovered that the absolute gibberish wasn’t a parody of Washington’s propaganda. Motyl, an ardent Ukrainian nationalist, is a professor at Rugers University and was not joking when he wrote that Putin had stolen $45 billion, that Putin was resurrecting the Soviet Empire, that Putin had troops and tanks in Ukraine and had started the war in Ukraine, that Putin is an authoritarian whose regime is “exceedingly brittle” and subject to being overthrown at any time by the people Putin has bought off with revenues from the former high oil price, or by “an Orange Revolution in Moscow” in which Putin is overthrown by Washington orchestrated demonstrations by US financed NGOs as in Ukraine, or by a coup d’etat by Putin’s Praetorial guards. And if none of this sends Putin goodbye, the North Caucasus, Chechnya, Ingushetia, Dagestan, and the Crimean Tarters are spinning out of control and will do Washington’s will by unseating Putin. Only the West’s friendly relationship with Ukraine, Belarus and Kazakstan can shield “the rest of the world from Putin’s disastrous legacy of ruin.”
When confronted with this level of ignorant nonsense in what is alleged to be a respectable publication, we experience the degradation of the Western political and media elite. To argue with nonsense is pointless.
What we see here with Motyl is the purest expression of the blatant propagandistic lies that flow continually from the likes of Fox “News,” Sean Hannity, the neocon warmongers, the White House, and executive branch and congressional personnel beholden to the military/security complex.
The lies are too much even for Henry Kissinger.
As Stephen Lendman, who documents the ever growing anti-Russian propaganda, honestly states: “America’s war on the world rages. Humanity’s greatest challenge is stopping this monster before it destroys everyone.”
The absurdity of it all! Even a moron knows that if Russia is going to put tanks and troops into Ukraine, Russia will put in enough to do the job. The war would be over in a few days if not in a few hours. As Putin himself said some months ago, if the Russian military enters Ukraine, the news will not be the fate of Donetsk or Mauriupol, but the fall of Kiev and Lviv.
Former US Ambassador to the Soviet Union (1987-91) Jack Matlock cautioned against the crazed propagandistic attack against Russia in his speech at the National Press Club on February 11. Matlock is astonished by the dismissal of Russia as merely “a regional power” of little consequence to the powerful US military. No country, Matlock says, armed with numerous, accurate, and mobile ICBMs is limited to regional power. This is the kind of hubristic miscalculation that ends in world destruction.
Matlock also notes that the entirely of Ukraine, like Crimea, has been part of Russia for centuries and that Washington and NATO have no business being in Ukraine.
He also points out the violations of promises made to Russia not to expand NATO eastward and how this and other acts of US aggression toward Russia have recreated the lack of trust between the two powers that Reagan worked successfully to overcome.
Reagan’s politeness toward the Soviet leadership and refusal to personalize differences created an era of cooperation that the morons who are Reagan’s successors have thrown away, thus renewing the threat of nuclear war that Reagan and Gorbachev had ended.
Washington’s foreign policy, Matlock says, is autistic, which he defines as impaired social interaction, failed communication, and restricted and repetitive behavior.

Just as the German media has destroyed its credibility with lies, the US government is consistently destroying Washington’s credibility both with its own citizens and the rest of the world.
Russia and China, the other two significant nuclear powers, no longer believe anything Washington says or any agreement that the US government signs. The Russian and Chinese governments have observed that Washington does not obey its own statutory law, much less international law and treaties that Washington has signed. Russian President Vladimir Putin has criticized Washington for acting as if its will was the only law.
Europeans know that they and their governments are Washington’s vassals and that Europeans are impotent to do anything about it.
Some percentage of the 99 percent understand that Washington is aligned with the one percent against them and that their incomes and economic prospects will continue to decline.
Economists, or rather the few who haven’t sold their souls, know that the government’s economic data are pulled out of a magician’s hat and massaged to produce numbers contradicted by reality. Unemployment is measured according to methodologies designed to prevent its discovery. Inflation is measured according to methodologies designed to deny its existence. Jobs are reported that don’t exist, and GDP growth rates are announced that declines in real median family incomes and consumer credit make impossible.The poverty level income is set artificially low in order to minimize welfare spending.
The lies that Washington and the powerful private interest groups that control the US government tell us go unchallenged by the print and TV media and by NPR. The propaganda that Americans are fed is more extreme than the propaganda of Big Brother in George Orwell’s 1984.
In last Friday’s report the Bureau of Labor Statistics (BLS) tells us that the unemployment rate has declined to 5.8% and that 214,000 new jobs were created in October. Once again let me explain these lies to you. The unemployment rate is low because the one that the government and financial media emphasize does not count those millions of Americans who have become so discouraged from looking for jobs that do not exist, that they have quit looking. If you give up and stop searching for a job, the US government does not count you as a member of the work force. You are unemployed but not counted as unemployed.
The uncounted unemployed can be measured in the sharp 21st century decline in the labor force participation rate. The labor force participation rate has declined because there are no jobs to participate in. But Washington, the financial media, and the bought and paid for economists lie. They say the participation rate is down because the baby boomers are retiring. However, as John Titus, Dave Kranzler, and I documented with the government’s own data in a recent column, the participation rate of baby boomers is the highest of all and the only one that is rising. http://www.paulcraigroberts.org/2014/09/04/lie-serves-rich-roberts-titus-kranzler/
The reason is that with the Federal Reserves sole concern with the welfare of a small handful of mega-banks–the ones that sit on the board of the New York Federal Reserve Bank–real interest rates are negative. Therefore, retirees have no income from their retirement savings. (Generally speaking, retirees avoid stock investments, because they can lose a great deal from a major correction, and it can take more years than they have left for stocks to recover.) To supplement their Social Security pensions (a rigged CPI prevents or minimizes cost-of-living increases), retirees take the temporary, lowly paid jobs that are all that the US economy can produce. These jobs do not provide sufficient income with which to form a household.
As I have pointed out for a decade, or longer, the US economy no longer creates First World jobs. The US economy creates jobs for waitresses and bartenders, hospital orderlies, and retail clerks. The fact that the complexion of the US work force is becoming Third World is not considered a notable problem by the media or financial press, and economists seem immune to the facts.

There are 209 thousand private jobs created and 5 thousand government jobs created.
Where are the private jobs?
Almost all of them–181,000–are in lowly paid private services.
Retail trade with 27,100 jobs, wholesale trade with 8,500 jobs, and transportation and warehousing with 13,300 jobs and 48,900 jobs. With middle class retail stores closing and even dollar stores failing and with consumer income (except for the rich) and credit (except for student loans) shrinking, do you really believe that consumer spending supported almost 50,000 new jobs in October?
Where is the money coming from?
The vast amount of money that the Fed has created has gone into the handful of mega-banks to support the banks. The banks are not buying consumer goods.
The BLS reports that 37,000 new jobs were created in October in professional and business services. Employment services, such as temporary help services, account for 24,000 or 65% of these jobs.
Another old standby is education and health care services, which provided 41,000 new jobs. Health care and social assistance provided 27,200 of these jobs and home health care services provided 7,400 of these jobs. Together lowly paid services provided 84% of the jobs in health care services.
Now we come to the major jobs sector in America: waitresses and bartenders. Waitresses and bartenders are classified under “leisure and hospitality,” which claims 52,000 new jobs in October of which 41,800 or 80 percent are waitresses and bartenders.
If you look at the jobs that the BLS reports the US is creating, they are third world jobs. How is the US “the world’s only superpower” when it cannot create a middle class job.
Amidst the media hype of 214,000 new October jobs, here are some very disturbing facts: In October job cuts rose 68% from the previous month and 12 percent from the previous year. So far there have been 414,591 job eliminations in 2014 with 51,183 of these coming in October.
Where are the job cuts? Retail store closings have produced 38,948 retail job reductions in 2014 with 6,874 of those coming in October. Yet, the BLS reports consistent job growth in retail jobs.
Hewlett Packard cut 5,000 jobs in October, bringing its year’s total to 21,000 lost jobs.
Microsoft eliminated 6,509 jobs in October for a year to date layoff of 55,511, a rise of 92 % from 2013.
In October the electronics industry cut 1,648 jobs, bringing the year to date loss to 18,153.
The telecommunications industry cut 5,217 jobs, bringing the year to date loss to 20,038, an increase of 81% from 2013.

My point is: how does consumer demand grow in order to propel the economy when good jobs are replaced by low-paying jobs?

Fellow Democrats, it's high time to admit to yourselves that Obama is not the "great black hope" you thought you had elected. On a little reflection you will realize that in the past five years he has presided over the imminent collapse of our economy, talked of cutting Social Security while ever increasing military spending, and lied us into senseless foreign wars that have subjected our troops (who we "support" with little ribbon stickers) to grave injury, post traumatic stress syndrome, and death (often at their own hand). What is the real agenda?
Why is the obama Regime so desperate to commit a war crime despite the warnings delivered to the White House Fool two days ago by the most important countries in the world at the G20 Summit?
What powerful interest is pushing the White House Fool to act outside of law, outside the will of the American people, outside the warnings of the world community?
The obama Regime has admitted, as UK prime minister david cameron had to admit, that no one has any conclusive evidence that the Assad government in Syria used chemical weapons. Nevertheless, obama has sent the despicable john kerry out to convince the public and Congress on the basis of videos that Assad used chemical weapons “against his own people.”
What the videos show are dead and suffering people. The videos do not show who did it. The obama Regime’s case is nonexistent. It rests on nothing that indicates responsibility. The obama Regime’s case is nothing but an unsubstantiated allegation.
What kind of depraved person would take the world to war based on nothing whatsoever but an unsubstantiated allegation?
The world’s two worse liars, obama and kerry, say Assad did it, but they admit that they cannot prove it. It is what they want to believe, because they want it to be true. The lie serves their undeclared agenda.
If obama and kerry were to tell the public the real reasons they want to attack Syria, they would be removed from office.
The entire world is teetering on a war, the consequences of which are unknown, for no other reason than two people, devoid of all integrity who lack the intelligence and humanity to be in high office, are determined to serve a tiny collection of warmongers consisting of the crazed, murderous Israeli government and their Muslim-hating neoconservative agents, who comprise a fifth column inside the obama Regime.
The Russian government has given evidence to the UN that conclusively proves that the al-Nusra, al-Qaeda affiliated invaders are responsible for the attack. There is also conclusive proof that the “rebels” have chemical weapons. In addition, a highly regarded journalist has reported, using direct quotes and the names of al-Nusra fighters, that the chemical weapons were given to al-Nusra by Saudi Arabia without proper handling instructions, and that an accidental explosion occurred before al-Nusra could use the Saudi-supplied weapons to frame-up the Assad government.
However the deaths were caused, they are unfortunate, but no more so that the deaths that obama has caused in Iraq, Afghanistan, Libya, Somalia, Pakistan, Yemen, Egypt, and Syria. The proven deaths for which obama is responsible are many times the unproven deaths that obama attributes without evidence to Assad.
The indisputable fact is that Syrian deaths occur only because Washington initiated the invasion of Syria by external forces similar to the ones that Washington used against Libya. However the deaths occurred, the deaths are the doings of the criminal obama Regime. Without the criminal obama Regime seeking the overthrow of the Syrian government, there would be no deaths by chemical weapons or by any other means. This was a war initiated by Washington, Israel, Israel’s neoconservative fifth column inside America and the White House, and the captive western media that is bought and paid for by the Israel Lobby.
Assad did not start the war. The Syrian government was attacked by outside forces sent in by Washington and Israel.
Assad has much higher public support in Syria than obama has in the US, or cameron has in the UK, or hollande has in France, or merkel has in Germany, or netanyahu has in Israel.
The White House Fool keeps repeating his nonsensical statement, as if the Fool is a wound-up talking doll, that Assad’s unproven “use of chemical weapons is a threat to global security.”
Dear reader, who besides the White House Fool is so unbelievably stupid as to believe that Syria is a threat to world security?
If Syria is a “threat to world security,” like Iraq was a “threat to world security,” like Iran is alleged to be a “threat to world security,” what kind of superpower is the United States? How low does the IQ have to be, how mentally impaired does the public have to be to fall for these absurd hysterical allegations?
Let’s turn obama’s claim upon the Fool. Why isn’t it a threat to global security for obama to attack Syria? There is no authority for obama to attack Syria just because he wants to and just because he has demonized Assad with endless lies and just because obama is the total puppet of the crazed Israeli government and his neoconservative national security advisor, in effect an Israeli agent, and just because the Ministry of Propaganda, including NPR, repeats every obama lie as if it were the truth.
Isn’t it a threat to international security when a superpower can, acting on a whim, demonize a leader and a country and unleash mass destruction, as the US has done seven times in the past twelve years,? There are millions of innocent but demonized victims of the “indispensable, exceptional USA,” the “light unto the world.”
Forget about the US media, which is nothing but a propaganda ministry for the Israel Lobby. What the members of Congress and what the American people need to ask obama is why does the White House only represent the Israel Lobby?
No one supports an attack on Syria but the Israel Lobby.
Why is obama going to add yet another war crime to Washington’s 12-year record? Wasn’t it enough to destroy the lives and prospects of millions of people in Afghanistan, Iraq, Libya, Somalia, Pakistan, Yemen, and Egypt? Why kill and destroy the life prospects of yet more millions of people in Syria and other countries into which obama’s war could spread?
Maybe the answer is that obama, kerry, and the crazed netanyahu and his neoconservative fifth column are zombies.

America's Largest Newspaper Launches a Nasty Attack on Grandma and Grandpa
May 12, 2011 | The conservative playbook isn't difficult to decipher. They rely heavily on the politics of resentment – point to someone in our society, claim they're a lucky-duck using unverifiable anecdotes or cherry-picked data, and then urge people to ask, "Why does that person have it so good when I'm busting my ass to make ends meet?"
It was apparent in Ronald Reagan's “welfare queen” rhetoric, and also in the ubiquitous references to “young bucks” buying T-bone steaks with their food-stamps. Now the Right's using the exact same play for those greedy public employees supposedly living large on their fat salaries.
This week, the Wall Street Journal featured an excellent example of the genre by John Cogan, a fellow at the corporate-backed Hoover Institution. The piece, titled, “The Millionaire Retirees Next Door,” is a shining testament to the dishonesty surrounding our discourse on “entitlements.”
Cogan's pitch is this: “The typical husband and wife who reach age 66 and qualify for Social Security ... will begin collecting a combination of cash and health-care entitlement benefits that will total $1 million over their remaining expected lifetime.” They'll get an average of $1 million in cash and health-care bennies over the rest of their lives, which makes them millionaires! Why aren't you?
What's more, “The typical 66-year-old couple and their employers, on their behalf, have contributed nearly $500,000 in payroll taxes.” In other words, they're going to pull in a half-million more than they paid! “We cannot even remotely afford to make good on these promised benefits ...[to] so many million-dollar couples,” he writes. “The benefactors will be a generation of younger workers who are trying to support themselves and their families while paying taxes to finance the rest of government spending.” Won't somebody think of the children?
All of this, Cogan says, is according to his own calculations based on government data. It's all wrong, however, and while it's often difficult to say with any certainty whether someone is intentionally lying to people or simply making an honest error, in this case it's clear.
Cogan's sleight of hand is simple: when he gives the amount this average couple paid into the two programs, he adjusts for inflation to current dollars. On the benefits side, he doesn't – he uses future dollars, which results in a larger number. John Cogan is a professor of public policy at Stanford University; every one of his students knows that he or she would get an F comparing inflation adjusted numbers on one side of the ledger to nominal dollars on the other – it's apples and oranges and it's about as mendacious as one can get.
He tries a similar trick with this grievance:
In 1978, Congress instituted automatic cost-of-living adjustments for Social Security. That's reasonable. But Social Security's method of automatically increasing benefits to successive cohorts of retirees by more than inflation makes less sense. It means that the average worker who retires this year receives a monthly benefit that is about 23% higher after adjusting for inflation than the monthly benefit received by the average worker who retired 20 years ago. The average worker who retires 10 years from now is, in turn, promised an initial benefit at retirement that is 14% higher after adjusting for inflation than the average worker who retires today.
Congress passed an automatic cost-of-living increase in 1972, not 1978. COLA is based on the rate of inflation, so benefits aren't “automatically” increased faster than the rate of inflation. The reason retirees today will take home larger benefits than those who left the workforce 20 years ago reflects the higher wages they earned. The same is true of those who will retire 10 years from now.
Let's pause for a reality check. It's true that, according to the Urban Institute (which adjusts for inflation), Cogan's average two-earner couple will receive $882,000 in combined benefits over their golden years. But we need to disaggregate that figure; the average monthly Social Security benefit for retirees this year is $1,179 per month. Multiply that by two, and you don't exactly end up with Lifestyles of the Rich and Famous.
Of course, it doesn't matter what an “average” two-earner household pays in and takes out; lots of families aren't average, and the only thing that matters is the system's overall solvency. And the Social Security administration has taken in more than it's paid out for all but two of the last 30 years. It's run significant surpluses, and hasn't added a single penny to the deficit. This year's surplus is projected to be $113 billion.
Cogan says we “can't afford” these benefits. But in the United States, while people who work until age 65 will see only 40 percent of their incomes replaced by Social Security, the average replacement rate among the 31 countries in the Organization for Economic Cooperation and Development (OECD) – the “rich countries club” – is 57 percent. The U.S. ranks 27th out of 31 in that measure, and by 2030, the average income replaced by Social Security will fall to 32 percent. Cogan never bothers to explain why we “can't afford” benefits that are far stingier than those enjoyed by the citizens of Portugal, the Slovak Republic or Poland – all countries with significantly less wealth than we have.
While Social Security's finances are sound and will remain so for the foreseeable future (and possibly forever), Medicare is a different story, which is why mendacious granny-bashers always conflate the two programs.
Like every corporation in America that offers its employees private health insurance, Medicare faces spiraling costs. But despite an aging population adding a lot more beneficiaries, health-care costs have grown significantly slower in the Medicare system than it has in the private sector over the life of the program, as this data from the Congressional Budget Office illustrates:
Cogan paints the rise in costs as a product of feckless politicians bowing to their greedy and all-powerful constituents. He complains that “Medicare premiums paid by senior citizens once covered half of the cost of physician and related services. They now cover one-fourth. Copayments once covered nearly 40% of these services' costs. They now cover only 20%.” Premiums haven't decreased; the smaller share reflects the fact that a good portion of those rising costs haven't been passed on to seniors.
Cogan wants to do something about that. Rather than offer suggestions for getting health-care costs under control, he proposes shifting them onto the backs of grandma and grandpa.
To fix Medicare, we must move away from the current system of fee-for-services and low copayments. First and foremost, copayments should be increased significantly. Medicare recipients need to have more skin in the game if they are to become cost-conscious medical consumers.The proposal echoes the GOP's budget plan, under which the Congressional Budget Office says seniors would end up paying almost twice as much out of their own pockets even while the total cost of insurance would end up being higher.
The idea is based on some old-fashioned right-wing boilerplate – turn patients into “consumers,” and the free-market fairies will lower health-care costs with their magic pixie dust. But as Paul Krugman noted, the notion of the savvy consumer falls apart because making health-care “decisions intelligently requires a vast amount of specialized knowledge.”
Furthermore, those decisions often must be made under conditions in which the patient is incapacitated, under severe stress, or needs action immediately, with no time for discussion, let alone comparison shopping....The idea that all this can be reduced to money — that doctors are just “providers” selling services to health care “consumers” — is, well, sickening. And the prevalence of this kind of language is a sign that something has gone very wrong not just with this discussion, but with our society’s values.
Ultimately, these are just the details. The really big lie is a simple bait-and-switch: we face high deficits, which Cogan and a legion of his fellow conservatives desperately want you to believe is the result of crazy politicians handing out fat checks to everyone and their cousin. The reality, of course, is very different.

Osama bin Laden's Second Death

If today were April 1 and not May 2, we could dismiss as an April fool's joke this morning's headline that Osama bin Laden was killed in a firefight in Pakistan and quickly buried at sea. As it is, we must take it as more evidence that the US government has unlimited belief in the gullibility of Americans.
Think about it. What are the chances that a person allegedly suffering from kidney disease and requiring dialysis and, in addition, afflicted with diabetes and low blood pressure, survived in mountain hideaways for a decade? If bin Laden was able to acquire dialysis equipment and medical care that his condition required, would not the shipment of dialysis equipment point to his location? Why did it take ten years to find him?
Consider also the claims, repeated by a triumphalist US media celebrating bin Laden's death, that "bin Laden used his millions to bankroll terrorist training camps in Sudan, the Philippines, and Afghanistan, sending "holy warriors' to foment revolution and fight with fundamentalist Muslim forces across North Africa, in Chechnya, Tajikistan and Bosnia." That's a lot of activity for mere millions to bankroll (perhaps the US should have put him in charge of the Pentagon), but the main question is: how was bin Laden able to move his money about? What banking system was helping him? The US government succeeds in seizing the assets of people and of entire countries, Libya being the most recent. Why not bin Laden's? Was he carrying around with him $100 million dollars in gold coins and sending emissaries to distribute payments to his far-flung operations?
This morning's headline has the odor of a staged event. The smell reeks from the triumphalist news reports loaded with exaggerations, from celebrants waving flags and chanting "USA USA." Could something else be going on?
No doubt President Obama is in desperate need of a victory. He committed the fool's error of restarting the war in Afghanistan, and now after a decade of fighting the US faces stalemate, if not defeat. The wars of the Bush/Obama regimes have bankrupted the US, leaving huge deficits and a declining dollar in their wake. And re-election time is approaching.
The various lies and deceptions, such as "weapons of mass destruction," of the last several administrations had terrible consequences for the US and the world. But not all deceptions are the same. Remember, the entire reason for invading Afghanistan in the first place was to get bin Laden. Now that President Obama has declared bin Laden to have been shot in the head by US special forces operating in an independent country and buried at sea, there is no reason for continuing the war.
Perhaps the precipitous decline in the US dollar in foreign exchange markets has forced some real budget reductions, which can only come from stopping the open-ended wars. Until the decline of the dollar reached the breaking point, Osama bin Laden, who many experts believe to have been dead for years, was a useful bogyman to use to feed the profits of the US military/security complex.

To The American Media: Time To Face The Reality Of Election Rigging

To every Journalist and Media Reformer assembled here in Boston:
How does the Big Lie flourish and prosper? By being criminal beyond belief. By operating in safety behind a towering "never happen here" wall of denial. By a foolish assumption of immunity. By being too big a story to be a story within the bounds of journalistic decorum.
The gruesome truth is that American elections can be rigged and are being rigged because the American media treats election rigging as something that--all evidence notwithstanding--could never happen here. Period, end of story, move on.
And we are moving on. To an unrecognizable America. An America in which, when even obscene amounts of cash can't buy enough votes, those votes can be manufactured (added, switched, deleted wholesale) in the darkness of cyberspace. It's too easy. And it's happening. A Big Lie is consuming America.
We ask each of you in turn--reporter, editor, commentator, reformer--are you willing to sit back and let this happen on your watch? Can you take 15 minutes to stand before this picture, taking it in, and then ask yourself, if we have been persuasive, what you are going to do?
Let's begin with the voting and counting process itself. It is now virtually everywhere in America a computerized process and those computers are under the proprietary control of a handful of corporations. Would you cheerfully hand your vote to a little man behind a curtain and wait for him to come back out and tell you who won? What if he were wearing a "Peace" button, or a "Palin-For-President" button, or some other partisan identifier?
How is what we are doing as we vote in America any different?
Study after study--from Princeton, to Johns Hopkins, to NYU's Brennan Center, to the California Secretary of State's office, to the GAO itself ( see http://tinyurl.com/3hz7xj2 ) --conclude that this counting process is obscenely vulnerable to insider manipulation and outsider hacking. So have many studies examining computerized voting abroad--which is why countries such as Germany, Ireland, and Holland have begun turning back to human counted ballots. There is consensus verging on unanimity among the experts.
How comfortable are you with that? Can you go about your business with democracy hanging from such a thin thread, with America that exposed to a silent coup?
Perhaps we should leave it there. Because it makes sense, does it not, that we can't continue to accept the risk of systemic sabotage inherent in such a counting process. Not when a return to public hand counting of the federal and statewide contests would restore transparency and remove the risk of wholesale manipulation, at a civic burden far smaller than jury duty. Surely we can take a few hours every two years to count some votes for our democracy.
It is a slam dunk. Or should be. Except . . . , as with global warming and other incipient disasters, mere vulnerability to something that might happen proves to be a poor motivator of decisive and courageous action. We reform in the wake of calamity, not in anticipation of it.
And here we come to the crux of our dilemma and to our Catch-22. Because as long as we speak or write about vulnerabilities and hypotheticals, there seems to be at least the hope of dialogue. Heck, some among the media--Lou Dobbs comes to mind--have raised the very issue in the run-up to elections: "Will Your Vote Be Counted? Tune in tomorrow." But that permissible question proves transient, and it evaporates as the votes are counted on Election Night and following. Any attempt to offer evidence of actual manipulation, actual theft? Not welcome. Forget it. Omerta.
How come? Is it because it remains beyond the pale of belief that such easy vulnerability is actually being exploited? This even in the age of Barry Bonds, A-Rod, Lance Armstrong, Alberto Contador, Bernie Madoff, Goldman Sachs, and the whole parade of high-stakes cheating scandals, not to mention the mounting wave of cybercrime, to which even sophisticated financial institutions and the Pentagon have proven vulnerable? Elections are the highest stakes game of all.
But America is the Beacon of Democracy dammit--it could never happen here. So Americans are instructed--by you, the media--to accept on pure faith that those in control of, or having access to, our privatized and concealed voting systems will devoutly serve the public trust rather than any conflicting private or partisan agenda. Any evidence that this faith is misplaced is ignored. Too dangerous. Too destablizing. Too disturbing. Too un-American. And yet, without this evidence, everything is just hypothetical, vulnerable, possible, and there is no imperative for change.
So we now bring forth a synopsis of the "evidence," knowing well that it has been as indigestible as shards of glass. We know of no easy way to make it go down. We know only that we continue to ignore it at our great peril. The grave of a democracy is a mass grave--there's room for all of us.
Let's begin with who is doing the counting. Look into the pedigrees of ES&S and Diebold/Premier/Dominion, corporations that supply and program the equipment. Look further into the "boots on the ground" outfits--such as Triad, LHS, SmartTech--that have or have had critical roles in the "processing" of votes. Check up on the background and affiliations of the Urosevich brothers, Bob and Todd, and some of the other figures (remember Wally O'Dell, Chair of Diebold?) involved in the private and secretive world of computerized vote counting. You will find this world populated and controlled by a cadre of radical right-wingers, many with strong connections to the Christian Far-Right. An odd group, don't you agree, to entrust with the secret counting of our nation's votes. We might ask, for starters, what drew such a radically partisan crowd to this particular niche (there's not much business profit in it: before some Justice Dept. reshuffling, ES&S recently acquired all of Diebold/Premier's voting operations for $5 million, about the value of a single large-county equipment contract). Certainly would be a powerful perch for ends-justify-the-means true-believers.
We could stop there: extreme systemic vulnerability under the opaque control of partisans who might be tempted--given what we know of human nature and what we have seen of ethics in our own era--to insert a few lines of code, put a thumb on the scale. Perhaps that would be enough to move you to determined and sustained action. Perhaps if you knew that tens of millions of votes are now "processed" on off-site, out-of-state servers run by outfits such as the late Mike Connell's SmartTech, which took much of the 2004 Ohio vote to Chattanooga, Tennessee before returning it to county tabulators. Are you comfortable with that? Don't you wonder why votes now have to be networked around and processed? Don't you want to ask who is doing the processing?
There's a chilling reality taking shape here and we might as well fill out the picture. There is something known as the "red shift." It occurs when votecounts are more Republican (or more in favor of whatever candidate or ballot issue the Right supports) than the baselines--including exit polls, tracking polls, noncompetitive elections, and handcounts. Since 2002 the red shift has been pervasive. That's right: for all intents and purposes, there is no blue shift. The votecounts are virtually always shifted in the same direction, election after election after election. Same with the huge catalogue of purported "glitches" and anomalies (in 2004, for example, the ratio of reported Kerry-to-Bush flips vs. Bush-to-Kerry flips--press one, get the other--on DREs was 20 to 1). Not random, not 50-50, as actual glitches would break. But to the right. Always to the right. Same direction as the pedigree of the vendors and programmers. We're not making this up--it's too easy to check.
Let's hit the high notes:
- 2002 : Computerized voting was gaining a foothold in the wake of the Help America Vote Act, Mitch McConnell's brainchild. The VNS (network) exit polls were withheld from the public (on the pretext of a system glitch), masking glaring disparities in at least several key contests, including the Georgia Senate (Cleland--13% swing from tracking polls) and Governor (Barnes), where unverifiable paperless DREs (touchscreens) had just been deployed, and where software "patches" were inserted by Diebold shortly before the election in 22,000 DREs. (see "Diebold and Max Cleland's "Loss' in Georgia," by Robert F. Kennedy, in Loser Take All: Election Fraud and the Subversion of Democracy, 2000-2008, Mark C. Miller, Ed.; ig Publishing, Brooklyn NY 2008).
- 2004 : Computerized voting was predominant, with DREs and Optical Scan (Opscan) equipment counting more than 80% of the votes nationally. Ohio votes were "processed," as noted above, in Tennessee. Exit polls showed Kerry the victor in Ohio. Votecounts were red-shifted, relative to exit polls, in 11 of the 12 "battleground" states. The networks and pollsters thereupon hastened to discredit their own polls, though they had been accurate enough for decades to permit early calls of even the tightest contests. It was put forward that Bush voters were more reluctant to respond to the exit polls, though careful analysis revealed that the highest level of exit poll response was in Bush strongholds and the hypothesis didn't fit the data. Strangely there was no evidence of "reluctant Bush responder" dynamics in noncompetitive states. And the pollsters, in making the reluctant Bush responder excuse, conveniently forgot that they had weighted their polls to party ID in such a way as to neutralize any such response bias. Keith Olbermann bravely and briefly covered the uproar, then went on a long vacation and dropped it cold. (See Freeman, S. and Bleifuss, J. Was the 2004 presidential election stolen? - 2005 : Ohio again. Election reform ballot proposition, leading by 28% in Cleveland Plain Dealer tracking poll on the eve of the election, was defeated by 25% when the votes were counted, an overnight net swing of 53%; in the three other ballot propositions, the Plain Dealer poll was spot-on.
- 2006 : Now the real "fun" begins, because the capacity to manipulate has proliferated at the same time that our forensic tools have become more refined. The result is a measure of covert manipulation that was, or should have been, truly staggering (see http://electiondefensealliance.org/files/LandslideDenied_v.9_071507.pdf ; also reprinted in Loser Take All). There was a national red shift in the elections for the House of a total of 3 million votes, relative to exit polls (there was a comparable red shift relative to tracking polls and a comparable red shift in competitive Senate races). Of critical importance, this analysis could not be debunked on the basis of alleged exit poll sampling bias, because the sample was shown to be to the right, not the left, of the actual electorate. This analysis has never been challenged. No attempt has been made to refute it. It has simply been ignored. Additional analysis revealed a "targeting" pattern, in which the more competitive a contest the more likely it was to be red shifted, a pattern pathognomonic of rigging (see http://electiondefensealliance.org/files/FingerprintsOfElectionTheft.pdf ).
- 2008 : An Obama victory, Democratic sweep. Sound the All Clear, for why would the suspected manipulators rig to lose? They didn't. They rigged to win. Once again, there was a massive red shift, even greater than in 2004 and 2006 (see Charnin R., Proving Election Fraud: Phantom Voters, Uncounted Votes, and the National Exit Poll, AuthorHouse, Bloomington IN, 2010). But, in both the 2006 and 2008 elections, unexpected 11th-hour events (in 2006 the Foley and related scandals, in 2008 the collapse of Lehmann Brothers and the subsequent market crash) dramatically altered the electoral dynamics (in 2006, for instance, the Democratic margin in the Cook Generic Congressional Ballot jumped from 9% in the first week of October to 26% the week of the election, a Republican freefall of epic proportions; a similar fate overcame McCain in the wake of the economy's collapse). These political sea changes swamped a red shift that turned out to be under-calibrated, and they came too late to permit recalibration and redeployment of tainted memory cards and malicious code. The devil is in the details but all these red flags were again ignored, trampled in the Obama victory parade.
- 2010 : The Coakley-Brown special election here in Massachusetts was a shocking result that put the Tea Party on the map, took away the Democrats' filibuster-proof majority, and set expectations for a major move to the right in November. There were no exit polls, no spot checks, no audits, not a single check on the OpScan counts, not a single memory card examined for malicious code. A 100% pure, unadulterated, faith-based election. An election that could have been stolen with virtually zero risk and enormous reward. And guess what? In the 70 jurisdictions where ballots were hand-counted, Coakley won (see http://electiondefensealliance.org/files/BelieveIt_OrNot_100904.pdf ). In fact, statewide, there was an 8% disparity between hand count to computer count jurisdictions, a red shift in line with that measured in 2004, 2006, and 2008, and enough to reverse the outcome and avoid a recount. Well perhaps those hand count jurisdictions were more Democratic (they weren't, they were more Republican); perhaps they were in Coakley's part of the state (they weren't; in fact, in her only other statewide race, a noncompetitive race, she did better in the OpScan than the handcount jurisdictions). In fact we examined and ruled out every benign explanation for the huge and outcome-determinative disparity.
Next up was a Democratic primary in South Carolina which pitted a known and respected candidate (Judge Vic Rawl) against a cipher (Alvin Greene) who made zero campaign appearances, didn't have so much as a website, was facing indictment on pornography-related charges, and didn't appear to have the personal funds needed for the election filing fee. The contest was for the nomination for US Senate, and a November match-up with incumbent Republican Jim DeMint, against whom Rawl had already closed to 7% in tracking polls. The votes were tallied on paperless DREs--the darkest of cyberspace. Greene "won" with 59% of the vote. Rawl brought a challenge before the Democratic State Committee. Several election integrity experts testified, citing, among other gross anomalies, huge disparities between early/absentee votes counted by OpScan and the DRE tallies. Greene did not appear. The Committee reacted favorably to Rawl's challenge through the hearing, went into closed session, voted by an overwhelming margin to reject the challenge and close the matter (see http://www.bradblog.com/?p=7902 ).
Which brings us to the general election this past November, a great sweep for the Tea Party and the Right, with seismic implications for our nation. You'd think that by now the professionals at Edison/Mitofsky and the National Election Pool (NEP) would figure out how to get those exit polls right but, once again, we found our old friend the red shift--everywhere we looked. In the Senate elections (16 out of 18 competitive races red shifted), the Governorship elections (11 out of 13 races red shifted), and in the House (a total red shift of 1.9 million votes). We are still at work on the analysis but these are glaring red flags. Even more glaring is a comparison with 2006, where an election-eve Democratic margin of 26% in the Generic Congressional Ballot ("who do you intend to vote for in the election for US House in your district?") translated into a net gain of 58 House seats by the Democrats. In 2010, however, a Republican Generic Congressional Ballot margin of 9% translated into a net gain of 125 seats and the epic sweep the media reported at face value.
A tad unsettling? Then add this to the pot. The infrastructure needed for election theft has become progressively more sophisticated and efficient. The off-site "processing" that, to our knowledge, pioneered in Ohio in 2004, has now been deployed in many more states. This mechanism allows real-time targeting and calibration of manipulations, which was not possible with pre-set, memory card-based rigs. So under-calibration (as occurred in 2006 and 2008), as well as over-calibration, are a thing of the past. Using the off-site processing scheme, aka "man in the middle attack," votecounts can be altered surgically and elections stolen with a tidy and tiny numerical footprint. Election theft will become harder and harder to detect--unless someone is motivated to seriously investigate the off-site, out-of-state IP networks now "processing" our votes.
Perhaps you are about to protest, "Well these are all just numbers. What we need to see is real evidence.
Then maybe we'll do something." Sorry, there is no "real" evidence. We, the public, have no access to memory cards, machines, hardware, software, code. It's all proprietary, off-limits even to the government, secret. That's the whole point: we are entrusting our nation and the bedrock protocol of its democracy to a concealed, secret process that keeps waving bright numerical red flags (as well as an endless parade of unidirectional "glitches" and anomalies), which you can choose to ignore because "they're only numbers." But numbers, if you can keep your eyes from glazing over, paint a picture. And the numbers can't be what they've been for a decade now if elections are not being rigged. It's as simple as that.
But we're not quite done yet. Because even the numbers are beginning to lie. Our baselines--all except the surviving smattering of handcounts--are part of a feedback loop and are themselves being distorted--you guessed it!--to the right. Here's why.
The pollsters--under the imperative to get elections right or go out of business--have all now turned to a tunable fudge factor known as the Likely Voter Cutoff Model (LVCM), which skews their samples about 5-8% to the right by disproportionately eliminating from the sample constituencies of the left, such as young, transient, poor, and non-white respondents (see http://electiondefensealliance.org/files/TheLVCM.pdf ). As if that were not enough, both exit polls and pre-election polls are now weighted using demographic baselines drawn from the "adjusted" exit polls from prior elections. Since these adjustments are always to the right, to bring the exit polls to conformity with the votecounts (i.e., on the gospel assumption that the exit polls are always wrong, in the same direction, and the votecounts always right), and carry the demographics along to the right in the process, both current exit polls and pre-election polls are further skewed to the right.
The unadjusted exit polls--themselves red shifted by this weighting process but lacking the LVCM to complete the distortion--remain somewhat to the left of the votecounts, but the pre-election polls, with the combined distortions of false-stratification and the LVCM pushing them anywhere up to 10% to the right, manage to accurately predict the electoral outcomes in competitive races. These methodologically contorted polls can get election results consistently right only if those election results are consistently wrong--that is, votecounts manipulated so that they no longer reflect the collective intent of the voting populace. In short, rigged elections. Here. In America. On your watch.

Big Lie. Anyone want to cover it?
I think that brings us up to date, though so very much has been left out in deference to time, space, and the modern attention span. We whose work is elections forensics have gathered data, performed analyses, presented evidence, proposed solutions, and begged for action for nearly a decade. The American media has covered its ears or, if it has listened at all, has, with a very few brave exceptions, scoffed. We are here at this "Reform" conference against our better judgment, trying perhaps one last time to open eyes to a reality none of us wishes to contemplate, but no less a reality for that. A threat of such enormity demands unblinking investigation, sustained rather than desultory attention, and individual and collective courage. Anything less and the Big Lie continues to flourish, corroding and destroying all that we are so proud of in our history.
All we can do is lay it out, piece by piece. You can, having read it, shrug, scoff, concoct contorted "benign explanations," go on about your business as usual, let someone else deal with it.

Today, we professionals constantly justify ourselves and our own conduct on the grounds that we are merely serving the interests of someone else--our clients, our readers, our viewers, our constituents. Ishiguro's gracefully written novel forces us to confront the question whether, in serving others, we are yielding our human responsibility to make serious moral judgments.
Perhaps you will find within it inspiration. Perhaps you will, within your capacity as a journalist and guardian of the truth, choose to act.
